About SIGAB Indonesia

SIGAB Indonesia (Inclusion Center and Advocacy Movement for the Disabled) is an Organisation of Persons with Disabilities (OPD) committed to advancing the rights of persons with disabilities and building an inclusive society. Through INKLUSI, SIGAB implements the SOLIDER (Strengthening Social Inclusion for Disability Equity and Rights) programme, which focuses on access to inclusive employment, economic recovery, participation in decision-making, and strengthening social acceptance of disability justice.

Activities

Legal Identity & Population Services

Facilitate legal document access through home visits, support REGSOSEK data collection, and promote the Satu Data Disabilitas initiative.

Inclusive Village and Policies

Inclusive Village & Policy Advocacy advocate for inclusive policies and accessible communities with SOLIDER partners, and monitor disability rights through the national FORMASI Disabilitas alliance.

Community Group Development (KDD and KDK)

Establish KDD and KDK as safe spaces for PwDs to advocate for rights, participate in decision-making, and access legal assistance — including paralegal training with legal aid organisations.

Disability Services Unit (ULD)

Strengthen provincial and district ULDs to connect PwDs with employers, vocational training, and employment agencies.

Participation in Decision-Making Forums

Support PwD involvement in village deliberations (Musdus, Musdes, Musrenbang) and convene Temu Inklusi — a biennial national policy forum since 2014.

Economic Empowerment

Support PwD-owned micro businesses through training, government funding access, and market opportunities.

Public Campaigns and Education

Raising awareness on disability inclusion issues through the knowledge platforms Solider.id (website) and Solider TV (Youtube).

Programme Strategies

Community-based disability inclusion through Village Disability Groups (KDD) and District Disability Groups (KDK) to support advocacy for disability rights and participation in decision-making.
Capacity building for KDK/KDD to strengthen their advocacy for their rights at the community level, including on inclusive education and skills development.
Advocacy and policy engagement to promote inclusive policies that protect and fulfil the rights of persons with disabilities.
Inclusive employment through strengthening Disability Service Units (ULD), and supporting PWD-owned micro businesses through training, access to government funding, and market opportunities.

Inclusive Villages established with accessible facilities, inclusive policies, and accurate disability data
KDD/KDK functioning effectively as disability rights advocacy bodies.

Achievement (as of December 2025)

>5,000

persons with disabilities and marginalised people have accessed government and other external services.

>1,400

persons with disabilities and marginalised people have received training to participate in public decision-making forums.

>2,800

persons with disabilities and marginalised people have actively participated in public decision-making processes and forums.

Empowerment and Participation

  • Engaged >200 persons with disabilities in the development of village regulations.
  • Some 3,700 members of disability groups accessed legal identity services, healthcare, social protection, and training.

Collaboration and Referral Mechanism

Referral mechanisms for violence against persons with disabilities were developed in collaboration with stakeholders, social service centres, and community health centres (Puskesmas).

Inclusive Disability Policies

Inclusive policies advocated at the regional level, including Regional Action Plans for Persons with Disabilities (RAD-PD), local regulations, and Disability Service Units (ULD). Examples: RAD-PD in NTT, East Java, East Kalimantan, and DI Yogyakarta.

Monitoring of Election Participation

Disability participation monitoring results submitted to election organisers to promote more inclusive elections.

Economic Empowerment

  • 88 community-based economic units have been established and are now operational.
  • 446 KDD members have participated as members of these community-based economic units.

Community Group Development

62 KDD/KDK established in villages and urban towards to support persons with disabilities.

Strengthening the Disability Services Units (ULD)

ULDs established and optimised in 11 areas: Cirebon, Bantul, Bengkulu City, Rejanglebong, Situbondo, Probolinggo, Kupang, Rote Ndao, Balikpapan, Samarinda, and Kulon Progo.

Partnership for Job Opportunities

Partnerships with PT Alfamart, PT Adira Finance, H&M, and the Surabaya State Shipbuilding Polytechnic (PPNS) to expand employment and higher education opportunities for persons with disabilities.
