About PERMAMPU

PERMAMPU is a Sumatra-based consortium of civil society organisations (CSOs) focused on women’s empowerment and sexual and reproductive health. It strengthens grassroots women’s leadership through credit unions, grassroots women’s community forums (Forum Komunitas Perempuan Akar Rumput/FKPAR), and support for Women’s Crisis Centers (WCCs).

Activities

Capacity and Critical Awareness Building

Thematic GEDSI discussions for women across age groups—including women with disabilities, indigenous women, and vulnerable groups—to build understanding of women’s rights in marriage.

Women-only Credit Unions or Cooperatives

Establishing credit union or cooperative-based women’s groups across program locations to support young women’s entrepreneurship, including survivors of child marriage and women under 19. The activity promotes savings habits, access to productive loans, education support, and business management skills.

Strengthening the Ecosystem of Child Marriage Prevention

Strengthening intergenerational Reformist Family and Family Forum for Adolescent Care (FKPAR) as agents of prevention of marriage under the age of 19 through movement-building and multistakeholder collaboration.

Revitalisation of the Rights to Sexual and Reproductive Health Services in OSS&L

Expanding SRHR services at community health centres (Puskesmas) to include information, consultation, counselling, and referrals for survivors of violence to Women’s Crisis Centers (WCCs), involving community cadres and young counsellors.

Revitalisation of the Multi-Stakeholder Forum

Collaboration among customary leaders, religious leaders, feminist bureaucrats, FKPAR, and Young Women’s Forums to support Law No. 16/2019 on the amendment to the Marriage Law and Law No. 12/2022 on Sexual Violence Crimes, as well as the prevention of child marriage.

Expected outcomes

  • OSS&L and WCC will operate the child marriage prevention system for the age group <19 and ≤19 years old and integrate the cases of violence against women into the system.
  • Young women will obtain economic and social benefits from credit unions or cooperatives.
  • Members of credit unions or cooperative and the Grassroots Women Community Forums get leadership positions in communities.
  • Women leaders in formal and informal spaces actively prevent and respond to violence against women and children among groups aged up to 19, using an inclusive approach.
  • The Reformist Family Forums carry out activities on the prevention of violence against women and children and child marriage prevention.

Policy and Regulatory Advocacy

Using PERMAMPU’s research to advocate for strategies, district action plans, and village regulations to prevent child marriage and marriage under 19, in line with the National Strategy and Law No. 16/2019.

Services and Assistance on the Rights to Sexual and Reproductive Rights

Revitalisation of services and learnings on the rights to sexual and reproductive health in OSS&L in Puskesmas that has been implemented in beneficiary areas by involving women cadres and collaborating with agencies in charge of handling violence against women.

Economic and Political Empowerment for Women

Credit unions for women have been established in beneficiary areas. Furthermore, critical and political education has been conducted to support women’s involvement in the election process.

Family Approach and Education on Equality Values

The Reformist Family Programme has been socialised in the beneficiary families to improve gender equality, education on sexual and reproductive health rights, and respect for PWDs and the elderly.

Multistakeholder Collaboration

Building a Multistakeholder Forum to advocate policies that protect the rights of children, women, and vulnerable groups.
