About Lakpesdam PBNU

The Institute for Human Resources Studies and Development of the Nahdlatul Ulama Executive Board (Lakpesdam PBNU) is a civil society organisation affiliated with Nahdlatul Ulama. It focuses on resource development, strategic policy research, and public policy advocacy in the areas of education, health, economic development, and social affairs.

Through the INKLUSI Program, Lakpesdam PBNU promotes an inclusive and gender-just environment through public service reform, including support for child marriage prevention, implementation of the Child Protection Law, and strengthening inclusive services for marginalised groups through the revitalisation of the Offices of Religious Affairs (Kantor Urusan Agama or KUA).

Activities

KUA and Civil Registry

Lakpesdam PBNU promotes the revitalisation of the Religious Affairs Office (KUA) and Civil Registry (Capil) t to deliver inclusive services for women, children, people with disabilities, and vulnerable groups — including gender-responsive regulations, reproductive health education, and child marriage and domestic violence prevention, in collaboration with village governments.

National & Subnational Child Marriage Prevention Strategy

In partnership with Fatayat NU, Lakpesdam supports the National Strategy for the Prevention of Child Marriage (STRANAS PCM) by forming district-level alliances and advocating for Subnational Strategies (Strada PPA). These involve CSOs, mass organisations, the private sector, and community leaders, aiming to accelerate child marriage prevention and support the implementation of the Law on Anti-Sexual Violence (UU TPKS) at the subnational level.

Violence Handling and Assistance

The Consultation Institution for Women Empowerment and Child Protection (LKP3A), provides counselling and education on reproductive health, child marriage prevention, domestic violence, and stunting via Centres for Reproductive Health Services (PPKRs) at the village level.

CSO & Village Government Capacity

Building Fatayat and local CSO capacity through strategic planning and collaboration with village governments and Health Offices via the Gender Responsive Budgeting Planning Clinic (PPRG).

Village Strengthening

Working with the Ministry of Village and local governments to improve village spending for women's participation. PPKR centres established with Fatayat NU, KUA, and Capil to prevent child marriage and violence against women.

Programme Focus Areas

Promoting changes in the behaviour and attitudes of families, young people, religious and customary leaders, civil society organisations, and local governments towards child marriage.

Building multi-stakeholder partnerships with District Education Offices, Regional Offices of the Ministry of Religious Affairs, and education foundations.

Programme Strategies

Strengthening children’s capacity: child forums, adolescent integrated health posts (Posyandu Remaja), and peer educators.

Creating an enabling environment: outreach through religious and customary leaders, schools, families, and social media.

Improving accessibility and expanding services: sexual and reproductive health and rights services at community health centres and adolescent integrated health posts, revitalisation of the Offices of Religious Affairs, and support for survivors.

Strengthening regulations and institutions: implementation of the National Strategy on Child Marriage Prevention and development of child marriage prevention strategies at district and municipal levels.

Strengthening stakeholder coordination: multi-stakeholder forums from village to district level, supported by regular meetings.

Child Marxriage Prevention Advocacy

  • Advocated for Children’s Forum decrees and village child protection bylaws in Malang, North Lombok, and Sorong.
  • Child Marriage Prevention Task Forces have been established in target villages as the frontline for preventing and responding to child marriage, while strengthening service referral systems through a community-based child protection approach.

Education Modules

Helped revise the Ministry of Religion’s School-age Adolescent Guidance (BRUS) and Future Spouses Marriage Guidance (Binwin Catin) modules, to include inclusivity and cross-religious perspectives — developed through FGDs with representatives from five religions and one indigenous faith, now used as Technical Coaching Guidance (BIMTEK) for national facilitators.

Children's Forums & Multi-Stakeholder Engagement

Children’s Forums established in Malang, Sorong, and Lembata for children’s representation in decision-making. Multi-stakeholder forums formed in Indramayu and North Lombok involving government, CSOs, and religious leaders to support child marriage prevention.

Adolescent Health Post

Assisted the establishment Adolescent Health Posts (Posyandu Remaja) in Malang and North Lombok for adolescent health services and child marriage prevention education.

School and Families

Awareness sessions in schools and pesantrens (Lembata, Malang, Indramayu) and for parents and families (Sorong, North Lombok) to shift social norms on child marriage.

Involvement of Religious and Cultural Leaders

Engaged pesantrens (Malang, Indramayu) and the Sasak Customary Council (North Lombok) to promote awareness of child marriage dangers through local wisdom.
