About KAPAL Perempuan

KAPAL Perempuan is a civil society organisation focused on supporting women’s leadership and empowering women, particularly those in poor and marginalised communities, while ensuring their needs are reflected in development planning. Through INKLUSI, KAPAL Perempuan helps ensure that the needs and perspectives of women and marginalised groups are taken into account in development planning through a Gender Equality, Disability, and Social Inclusion (GEDSI) approach.

Activities

Women’s School Complaint Post

  • Handling complaints related to access to basic services, such as identity cards and social protection programmes
  • Assistance and referral mechanisms for follow-up on cases
  • Working with government to bridge gaps in access to public services and health services, including free IVA tests
  • Handling cases of violence against women and child marriage
  • Disseminating information on social protection programmes to communities

Development of a GEDSI-based Resource Center

  • Focused on the experiences of women, persons with disabilities, and marginalised groups
  • Supporting civil society organisations (CSOs) and other institutions to access documents, data, and services related to women’s empowerment
  • Data-based advocacy

Economic Development

  • Strengthening the economic independence of marginalised women through cooperatives, individual businesses, and group enterprises run by Women’s School members
  • Profits from the cooperatives are also used to support survivors of violence and social activities that benefit surrounding communities

Inclusive participation in policy advocacy

  • Encouraging the participation of women and marginalised groups in development planning through the National Women’s Deliberation (Munas Perempuan), Village Development Planning Meetings (Musrenbangdes), and advocacy for the implementation of the Sexual Violence Crime Law (UU TPKS)
  • Ensuring the integration of Gender Equality, Disability, and Social Inclusion (GEDSI) issues into inclusive policies at the national and subnational levels

Improvement of Data Quality

GEDSI data at the village level are available in 27 villages across 12 districts/cities, collected through PRA and used directly in village planning.

Local Technical Implementing Unit for Women and Child Protection (UPTD PPA)

  • Established and strengthened in 12 assisted districts/cities to incorporate a GEDSI perspective in the protection of survivors
  • Training for assistants supporting survivors of violence against women

Political Participation and Public Decision-Making

KAPAL Perempuan led the organisation of the National Women’s Deliberation for Development Planning in 2023 and 2024, which produced 9 policy briefs and contributed to the integration of GEDSI principles into the National Long-Term Development Plan (RPJPN) 2025–2045 and the National Medium-Term Development Plan (RPJMN) 2025–2029.

Policy and Program

  • The Women- and Child-Friendly Village Initiative (DRPPA) is being implemented in 14 villages, including discussions on village and district head regulations on DRPPA, in East Lombok and Gresik.
  • A Regent Regulation on the use of the 2024 Village Budget (APBDes) has been issued in Lumajang Regency.

Inclusive Government Planning

Monitoring the participation of marginalised groups, including persons with disabilities and older people, in elections

Communication and information channel

Women’s School Community Radio operates in North Lombok and Sabutung Island (Pangkep) as a medium for information, education, and complaints for marginalised women in remote areas
