Migrant CARE

About Migrant CARE

Migrant CARE is a civil society organisation dedicated to advocating for, supporting, and empowering migrant workers and their families. Its activities include counselling, consultation, advocacy, research, and education to promote the fulfilment of migrant workers’ rights and protection.

Through INKLUSI, Migrant CARE works to support Indonesian women migrant workers, their families, and other marginalised groups in securing their rights, including access to decent work and sustainable livelihoods.

Activities

Community organising and capacity building

Intensive assistance, training, and active community engagement in forums from the village to national level, including Musrenbang and policy advocacy for migrant workers.

Economic strengthening and empowerment

Establishment of cooperatives, financial training, product quality improvement, and digital marketing. Migrant CARE partners with the private sector to expand access to online markets.

Village that Cares for Migrant Workers (Desbumi)

A village-based service model that supports migrant workers from pre- to post-migration, including safe migration information, case management and referral systems, data collection, document processing, education on preventing violent extremism (CVE), post-migration skills training, and the development of alternative income sources.

Program Strategy

Capacity building for CSOs (Migrant CARE and local partners).
Empowerment of migrant worker communities and their families to expand access to economic opportunities, political participation, and safe migration services.
Advocacy for migration governance and policies that ensure justice, social protection, and employment and health security for migrant workers, their families, and other marginalised groups.

Expected Outcomes

Migrant worker communities and other marginalised groups access inclusive, gender-responsive migration services, social protection, and protection from violence and trafficking.
Migrant worker communities, returnees, and other marginalised groups increase their income through productive economic activities.
National and local governments provide decentralised protection services to safeguard migrant workers and prevent trafficking and modern slavery.

Inclusive Participation of Former Women Migrants in Development Planning

  • The Ikamita Desa group in Kebumen successfully integrated the issues of trafficking in persons and safe migration into the 2025 Musrenbang.
  • Advocacy on migrant worker issues has been incorporated into the RPJMN and into revisions of regional regulations on the protection of Indonesian migrant workers.

Strengthening DESBUMI Group Cooperatives

7 migrant worker cooperatives in 7 districts are active and growing stronger, and have begun collaborating with village and district governments

Safe migration services managed by the village community and government

77 PPTs provide inclusive services in collaboration with village governments to promote safe migration governance and expand access to social security
