To strengthen the protection of women and children, BaKTI and Yayasan Eran Sangbure Mayang (YESMa), through the INKLUSI Program, have collaborated with the Tana Toraja Regency Government to support the establishment of the Regional Technical Implementation Unit for Women’s and Children’s Protection (UPTD PPA). This unit was created as a preventive measure for violence prevention and response, as well as to support comprehensive victim recovery.
The strategic role of BaKTI and YESMa through the INKLUSI Program has been pivotal in mapping out the necessary steps for the establishment of the UPTD PPA. This includes drafting academic papers, formulating regulatory frameworks, and setting up Standard Operating Procedures (SOPs) as work guidelines, in accordance with Minister of Home Affairs Regulation No. 12/2017 on Guidelines for the Establishment and Classification of Regional Technical Offices (UPTD).
The collaboration extends beyond technical aspects, adopting a cross-sectoral approach. BaKTI and YESMa have actively conducted strategic meetings with various stakeholders, including the Ministry of Women’s Empowerment and Child Protection (Kemen PPPA), the Regional House of Representatives (DPRD), local communities, and the media. This comprehensive approach ensures that the establishment of the UPTD PPA gains full support, enabling it to effectively address field needs.
The UPTD PPA is led by a structural civil servant (ASN), granting it greater authority for inter-agency coordination and access to funding through the Special Allocation Fund (DAK) from the central government. Unlike the Women’s Empowerment and Child Protection Office (DP3A), this unit is in a separate, more publicly accessible space, optimising outreach and victim support services. Furthermore, YESMa’s community-based services (LBK) have expanded assistance reach through facilitators in 15 villages officially recognised by DP3A.
Despite these positive achievements, the UPTD PPA still faces challenges. The need for additional qualified personnel and capacity-building, especially in handling cases involving people with disabilities, remains a priority. Moreover, securing operational funding beyond the DAK, such as for outreach vehicles and educational facilities, is also crucial. This is where the INKLUSI Program plays an important role, providing the necessary resources to develop and implement sustainable multi-year projects.
Since its inception in June 2023, the UPTD PPA has handled 13 cases of violence against women—most of which were domestic violence cases—and 21 cases of violence against children, predominantly sexual abuse. The existence of clear SOPs has provided certainty and standardised responses, including for cases involving people with disabilities.
The successful establishment of the UPTD PPA in Tana Toraja reflects a synergistic cross-sector collaboration in the commitment to protecting women and children. Through the INKLUSI Program, this initiative is expected to serve as a model that can be adopted by other regions to strengthen more inclusive and sustainable protection systems for women and children.
