About PERMAMPU

PERMAMPU is a consortium of Civil Society Organisations (CSOs) that focuses on women’s empowerment, particularly regarding knowledge, awareness, and access to their sexual and reproductive health. The consortium strengthens women’s leadership on the grassroots level through a special credit union for women or cooperatives and the Grassroot Women Community Forum (FKPAR) and supports the Women’s Crisis Center (WCC) in advocating women’s rights.

Through INKLUSI Program, PERMAMPU encourages advocacy to eliminate child marriage and transform social-cultural norms to create a more inclusive environment and support the rights of women and marginalised groups in accessing essential services.

Work Area

PERMAMPU works in 8 provinces and 24 districts/cities in Sumatera and has 8 CSO consortium members, namely:

Program’s Goals

  • Achieving gender equality and justice, free women and girls from violence.
  • Ensuring adequate access to grassroot women, women with disabilities, and women from minority groups to consultation and education services regarding their sexual and reproductive health rights (SRHR).

Program Strategy

  • Strengthening young women through the ‘Reformist Family’ (Keluarga Pembaharu) approaches, and adolescent discussions at schools
  • Critical discussion with women groups to encourage changes in customary and religious practices to prevent marriage under age of 19
  • One Stop Service and Learning (OSS&L) Management that is located in Community Health Center (Puskesmas) to provide integrated services
  • SRHR Education from early age in the family
  • Credit union management to support women’s wellbeing
  • Advocacy for the Development of the Subnational Strategy for the Prevention of Child Marriage, including advocacy for creating village regulations and other relevant policies
  • Strengthening the perspectives of the Multistakeholder Forums and bureaucrat feminists to foster policy changes that will favor women

 

Activities

Capacity and Critical Awareness Building

Improving the capacity and critical awareness of children and women of all ages and their family members, including women with disabilities and young women from indigenous, poor, minority, and other vulnerable groups. Through thematic discussions on Gender, Disability, and Social Inclusion (GEDSI), the organisation attempts to create a better understanding of women’s rights in marriage to foster a more just and equal environment for all women.

 

Revitalisation and Strengthening of Women-only Credit Unions or Cooperatives

Establishing credit union or cooperative-based women groups in all program locations and supporting entrepreneurship among young women, including those who are victims of child marriage and women under 19. The activity aims to create a saving habit, provide access to productive loans, fulfill education needs, and enhance motivation and managerial skills in women’s businesses.

 

Strengthening the Ecosystem of Child Marriage Prevention

Developing PERMAMPU Reformist Families based on the innovation of Family Concerned with Sexual and Reproductive Health Rights (Keluarga Peduli Hak Kesehatan Seksual dan Reproduksi) 2015-2020, and strengthening the Cross-Generational Adolescent Care Family Forum (Forum Keluarga Peduli Anak Remaja). Families are considered key institutions to prevent marriages below age 19, and this effort shall be conducted through movements and collaborations among various stakeholders.

 

Revitalisation of the Rights to Sexual and Reproductive Health Services in OSS&L

Expanding services and lessons learnt regarding sexual and reproductive health rights focusing on GEDSI in OSS&L located in Puskesmas. The service comprises information, consultation, counseling, and referral for victims of violence to the Women’s Crisis Center (WCC) or relevant authorities by involving the cadres and young counselors.

 

Revitalisation of the Multi-Stakeholder Forum

Strengthening collaboration among customary leaders, religious leaders, bureaucrat feminists, FKPAR, Young Women Forum (Forum Perempuan Muda), and Keluarga Pembaharu to support the implementation of Law No.  16 of 2019 (Second Amendment to the Law No.  1/1974 on Marriage) and Law No. 12/2022 on Anti-Sexual Violence (TPKS Law). Furthermore, the forum also plays a role in reducing stunting by involving the Health Office in the prevention of marriage below age 19.

Expected outcomes

In the first phase of the program (2024-2025), PERMAMPU will focus on achieving the following:

  • OSS&L and WCC will operate the child marriage prevention system for the age group <19 and ≤19 years old and integrate the cases of violence against women into the system.
  • Young women will obtain economic and social benefits from their involvement in women-only credit unions, cooperatives, and businesses.
  • Members of the women-only credit union or cooperative and the Grassroots Women Community Forum (FKPAR) can get leadership positions in the community.
  • Women leaders, both in the formal and informal domains, can implement the measures to prevent and handle Women and Child Protection for the age group of <19 and ≤19 years old with inclusive approaches.
  • The Reformist Family Forum in the work area will conduct activities related to Women’s and Child Protection and prevention of VAW for people> over 19.

Achievements

Throughout the INKLUSI Program implementation until July 2024, PERMAMPU has achieved the following:

  • >40 community-based groups (WCC and OSS&L) were established and provided services to marginalised communities.
  • > 2,250 marginalised people have accessed services from WCC and OSS&L supported by INKLUSI.
  • >480 marginalised people have received capacity building to participate in public decision-making forums or processes.
  • >190 marginalised people participated in public decision-making processes or forums.
  • >600 community-based economic groups were established and operated with INKLUSI’s support. The number includes women-only credit unions or cooperatives and group or individual businesses.
  • > 2,650 marginalised people have become members of community-based economic groups.

 

Policy and Regulatory Advocacy

PERMAMPU’s study outcomes serve as the basis for advocating the strategy for the prevention of marriage below age 19, aligned with the National Strategy for the Prevention of Child Marriage (Stranas PPA). The effort fosters the implementation of Law No. 16/2019 and policies for preventing child marriage. In addition, PERMAMPU also developed technical guidance for supporting the implementation of the prevention of child marriage (PCM) at the village and district levels.

 

Services and Assistance on the Rights to Sexual and Reproductive Rights

Revitalization of services and learnings on the rights to sexual and reproductive health in OSS&L in Puskesmas that has been implemented in beneficiary areas by involving women cadres and collaborating with agencies in charge of handling violence against women.

 

Economic and Political Empowerment for Women

Credit unions for women have been established in beneficiary areas. Furthermore, critical and political education has been conducted to support women’s involvement in the election process.

 

Family Approach and Education on Equality Values

Keluarga Pembaharu Program has been socialised in the beneficiary families to improve gender equality, education on sexual and reproductive health rights, and respect for PWDs and the elderly.

 

Multistakeholder Collaboration

Building a Multistakeholder Forum to advocate policies that protect the rights of children, women, and vulnerable groups.
