Program’s Goal
Ensuring the CICWTL and waria obtain equal access and adequate protection in various aspects of their life.
Program’s Focus
INKLUSI-PKBI Program focuses on two pillars in accordance with the program’s targets, namely:
- Children in Conflict with the Law (CICWTL)
Providing support to the CICWTL to access essential services they need, such as education, health, population administration (civil registration), legal protection, and development of talents and skills.
Increasing the ownership of legal identity, education, and safe job opportunities so that waria groups can access essential services, reduce violence, participate as development actors, and increase their sustainable economic and social wellbeing.
Program Strategy
To achieve such results, PKBI develops 4 key strategies:
- Conduct advocacy at the national and sub-national levels to build awareness on the issue of sexual and reproductive health.
- Strengthen the organisation of the efforts through the established forum and facilitate collaboration among various actors.
- Capacity building for all actors involved in the program through training and experience-based learning.
- Documenting good practices and intellectual properties as a campaign media to create an inclusive space.
Expected outcomes
CICWTL Pillar:
- The Child Correctional Facilities have a system to prevent and protect children from violence.
- CICWTLs receive adequate essential services.
- CICWTLs are actively involved in public space to fulfill their rights and needs.
- CICWTLs have alternative places for development other than in the Correctional Facilities (LPKA).
- Women inmates can run their nurturing functions for their children who live outside the prison.
Marginalised Group Pillar:
- Waria have access to the population administration, social protection, health, and education services.
- Waria obtain access to sources of economic empowerment.
- Waria have access to the services for prevention and protection from violence.
- Availability of inclusive areas in program locations to support waria empowerment.
Activities
Enhanced Reproductive Health Services for CICWTL and marginalised groups
PKBI is committed to improving access to reproductive health services for CICWTL and marginalised groups, by developing the mechanism of SRHR and referral services, implementing telemedicine for psychosocial supports, providing mobile clinics in the intervention areas, and traning for Peer Educators (PE) and Peer Counsellors (PC).
Economic and Entrepreneurship Skills Support
Fostering economic independence of the CICWTL and marginalised groups by providing training on entrepreneurship skills in collaboration with the Job Training Centers (BLK), facilitating the communities in opening business opportunities through collaboration with civil society organisations/professional organisations, and providing access to economic assistance through collaboration with cooperatives and manpower offices.
Access to Legal Services for Victims of Violence
PKBI assists CICWTL and marginalised groups to access legal services when they experience violence, including by providing training on the security systems and developing violence reporting mechanisms through the national multistakeholder meetings to ensure adequate protection. In addition, PKBI also assists the Women Inmates who are vulnerable to violence and facilitates their nurturing function to their children who live outside of the correctional facility.
Capacity Building and Access to Participate in the Public Space
Conducting training on empowerment and organising to encourage CICWTLs and marginalised groups to actively participate in the public space. The activity also includes gender equality campaigns, data synchronisation, data validation through meetings and organisation of special events for advocacy.
Formal and Non-Formal Education Services for CICWTL
Facilitating access to education for the CICWTL and marginalised groups by holding multistakeholder meetings, conducting internship programs, and providing vocational training that aims to enhance the participants’ skills and ability in dealing with social and economic challenges in the society.
Achievements
Throughout the INKLUSI Program implementation until July 2024, PKBI has achieved the following:
1. CICWTL Pillar
Establishment of Children Forum in the Child Correctional Facility (LPKA)
- 11 Children Forums in LPKA have been established and supported children in conflict with the law, providing a platform for the children’s self-expression, delivering their aspirations, and supporting the fulfillment of their rights.
- 4 Children Forums in LPKA have been members of the Children Forum at the District/City level, comprising the Children Forum LPKA Class II of Bengkulu, Class I of Kupang, Class I of Blitar, and Child Inmate Group Class II of Palangkaraya.
Access to Services for CICWTL
- >1,420 CICWTLs have accessed government and other external services, including population administration, social protection, education, health, and violence case handling services.
Prevention and Handling of Violence Against CICWTL
- Having completed the Guidance for Referral, Prevention, and Violence Handling Services for CICWTL in Child Correctional Facilities (LPKA), and the Training Module “Collective Rearing” for CICWTL, which has been used as a reference to foster the development of violence prevention mechanism in the LPKA.
- In the LPKA Class I of Blitar, it has supported the development of SOP for Violence Handling with the support of PKBI East Java’s Subpartner and Counsellor Forum of the Office of Women Empowerment, Child Protection and Family Planning (DP3AKB) of Blitar City.
Facilitation of Violence Case Reporting to the CICWTL
- PKBI West Java and LPKA Class II of Bandung collaborate to provide suggestion boxes for facilitating reports of violence experienced by CICWTLs, as part of the violence prevention efforts in the Child Correctional Facilities (LPKA).
2. Marginalised Group Pillar
Consultation and Assistance for Waria Community
- 16 Waria family forums have been established and functioned as a consultation and assistance platform for the members of waria communities and their families. The activities include discussions on access to essential services, training, and education for members of the community and their families.
Access to Services for Waria
- >580 waria have accessed government and other external services, including population administration, social protection, education, and health services.
Development of Waria Community Economic Groups
- 21 Waria business groups have been established, which covers group businesses, individual businesses, and cooperatives, with the support from INKLUSI.
- 6 business groups have received support in form of capacity building, assistance, and network to financing from the economic empowerment actors.
- 67 waria have received economic benefits after joining the waria economic groups.
