INKLUSI Supports Migrant CARE to Strengthen Its Safeguarding Policy

Jakarta, 24 September 2026 — INKLUSI is supporting Migrant CARE to refine its safeguarding policy document in line with Australian Government standards through the Department of Foreign Affairs and Trade (DFAT). This support also strengthens the team’s capacity to put safeguarding policies into practice across organisational governance and program delivery.

Safeguarding aims to ensure that everyone involved in a program is protected from violence and harm. It encompasses Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) and Child Protection (CP), including in digital spaces.

As part of this support, INKLUSI introduced an integrated risk assessment table to help partners identify potential risks and assess their levels for each End-of-Program Outcome (EOPO). This assessment provides a basis for developing mitigation measures suited to the program context.

“INKLUSI is committed to ensuring that safeguarding principles are integrated into program delivery. Each partner therefore needs to refine its safeguarding policy and ensure that all staff understand and apply it, with these efforts extending to local partners and beneficiaries,” explained Nina Hendarwati, INKLUSI’s Safeguarding Focal Point.

INKLUSI also encourages all lead partners to appoint a safeguarding focal point, introduce safeguarding principles to all staff, and integrate them into new staff induction and program activities. This helps everyone understand their responsibility to protect those involved in the program.

Extending Safeguarding to Local Partners

Safitri, Migrant CARE’s Project Manager, said the dedicated meeting gave her team an opportunity to discuss organisational needs in greater depth. Through case studies and simulations, the team also explored how to apply safeguarding principles in situations they may encounter in the field.

For Migrant CARE, strengthening safeguarding is closely linked to the diverse groups it supports, including men and women migrant workers, children of migrant workers, and returned migrant workers with disabilities. Working with these groups requires the organisation to ensure that everyone involved in its programs is safe from all forms of violence.

“Because we work closely with communities in vulnerable situations, safeguarding is essential. It provides guidance and boundaries to ensure that everyone involved in Migrant CARE’s programs is protected,” said Safitri.

Once the policy document has been finalised and approved, Migrant CARE plans to hold in-depth sessions for all branches and local partners. The case studies discussed during INKLUSI’s support sessions will serve as learning materials to help put safeguarding into practice at the local level.

Migrant CARE will also support local partners to develop standard operating procedures (SOPs) in line with DFAT standards, appoint safeguarding focal points, establish reporting channels, and ensure that information about safeguarding policies reaches beneficiaries.
