PKBI and Directorate General of Corrections Launch Positive Parenting Module for Juvenile Facilities

The Indonesian Planned Parenthood Association (Perkumpulan Keluarga Berencana Indonesia or PKBI), in collaboration with the Directorate General of Corrections (Ditjenpas) under the Ministry of Law and Human Rights, officially launched the “Training Module on Childcare and Support for Juvenile Inmates for Correctional Officers” on 29 September 2025 in Jakarta. This initiative, supported by the Australia–Indonesia Partnership Towards an Inclusive Society (INKLUSI), aims to foster a more humane juvenile correctional system that prioritizes the fulfilment of children’s rights.

This launch marks a strategic step in transforming Lembaga Pembinaan Khusus Anak (LPKA), or Special Development Institutions for Children, from correctional facilities into nurturing spaces that uphold children’s rights. The module is designed to reinforce a human rights-based approach within the juvenile justice system, emphasizing protection, education, healthcare, and participation for children in conflict with the law (CICL).

The event was officially opened by Drs. Mashudi, Director General of Corrections, who affirmed the government’s commitment to reforming the juvenile correctional system.

“This module is more than just a technical guide—it is an instrument for paradigm shift. We want to ensure that every juvenile inmate is treated as an individual with the right to grow and develop positively,” said Mashudi.

The Australian Government, through the INKLUSI program, also supported the development of this module as part of strengthening Gender Equality, Disability, and Social Inclusion (GEDSI) principles in the correctional environment.

Elena Martin Avila, First Secretary for GEDSI at the Australian Department of Foreign Affairs and Trade (DFAT) Jakarta, expressed her appreciation for the collaboration.

“The Australian Government is proud to support initiatives focused on vulnerable groups, especially children. This module reflects GEDSI principles—ensuring that no child is left behind. It is a vital investment in Indonesia’s future,” she stated.

In addition to the official launch, the event featured a talk show titled “The Future of Childcare in LPKA: From Module to National Practice.” The discussion brought together key stakeholders, including the Ministry of Women’s Empowerment and Child Protection (KemenPPPA), the Indonesian Child Protection Commission (KPAI), the Human Resources Development Agency (BPSDM) of the Ministry of Law and Human Rights, and the Child Education Services Working Group at Ditjenpas.

Speakers discussed strategies for the effective and sustainable implementation of the module across Indonesia. The module has been piloted in five LPKAs supported by PKBI—Bengkulu, Blitar, Kutoarjo, Kupang, and Yogyakarta—and will be rolled out nationally starting in September 2025, as outlined in Circular Letter Number PAS-28.Ot.02.02 of 2025 concerning the use of the module in Temporary Placement Institutions for Children (LPAS) and LPKAs.

Lenny Jakaria, Executive Director of PKBI Nasional, explained that the module was developed through a participatory process involving the experiences of correctional officers, feedback from juvenile inmates, and best practices from the field.

“This module is built on real voices and experiences. The goal is to ensure it is truly relevant and effectively applicable for officers across LPKAs,” said Lenny.

The launch of this module represents a significant milestone in transforming Indonesia’s juvenile justice system. It is part of a broader collective effort to ensure that every child in conflict with the law has an equal opportunity to grow, learn, and build a better future.
