Background
The Australia-Indonesia Partnership Towards an Inclusive Society, or INKLUSI, is working to increase the participation of marginalized groups in, and their benefit from, Indonesia’s socio-cultural, economic and political development. INKLUSI works with government and civil society partners to advance their work in gender equality, the rights of persons with disabilities and social inclusion. INKLUSI supports the Government of Indonesia’s agenda for inclusion, including through national development plans and the Sustainable Development Goals.
INKLUSI is a five-year bilateral Australian and Indonesian Government program (up to A$75 million over 2021-2026) with a possible 3-year extension of up to A$45 million (2026-2029). It is partnering with 11 Indonesian civil society organisations, 8 research partner institutions and their networks across 32 provinces, >120 districts, and >800 villages in Indonesia.
Duty Statement
This position will be responsible for providing technical MEL expertise to support the quality implementation of INKLUSI’s monitoring, evaluation, learning, and adaptation system. This includes supporting the production of quality data by CSO partners and the INKLUSI Team, and the synthesis and analysis of this data to inform program reflection, learning, and reporting. This position will also conduct monitoring visits, commission and oversee evaluations to inform program implementation and develop knowledge products to capture program learning and good practice.
This Monitoring, Evaluation, and Learning Specialist will report to the Head of Monitoring, Evaluation, Research, Learning, and Adaptation (MERLA) and work closely with the rest of the MERLA team, broader INKLUSI Team (especially the Partnerships and Program Team) and CSO partners to implement these tasks. This will be done consistent with the Program principles of collaborative partnership and being flexible, innovative and iterative.
Scope of Work:
Support The Quality Implementation of INKLUSI’s MERLA System:
This will include:
- Supporting CSO partners to deliver quality and on-time progress reporting which meets program needs. This includes reviewing partner progress reports to improve the quality of quantitative and qualitative data.
- Building the capacity of CSO partners to effectively implement their own MEL systems and contribute to INKLUSI’s MEL needs.
- Supporting the INKLUSI Secretariat (especially the Partnerships and Policy Team) to understand INKLUSI’s MEL system and use MEL tools/approaches.
- Planning, conducting and reporting on the results of monitoring visits to better understand the progress of CSO partners in the field and capture learning and good practice.
- Analysing and synthesising quantitative and qualitative data from the MERLA system and other sources to inform program reflection, reporting, learning, and adaptation.
- Supporting the management, analysis, and visualisation of the program’s quantitative database.
- Writing high-quality written inputs for program performance reporting, ensuring these meet the needs of DFAT and Bappenas.
- Procuring and managing quality evaluations and consultants to meet program needs.
- Contributing to the preparation and facilitation of reflection workshops with the Secretariat and/or CSO partners to capture program progress and learning.
- Contributing to sharing learning generated by the program internally to inform program adaptation and with program stakeholders to encourage cross-learning.
- Working with the Knowledge Management Specialist to contribute to the development of knowledge products to capture learning and good practice across the program.
- Working with the Communications Team to support the use of MEL information for communications products.
- Working with the MIS Manager to ensure INKLUSI’s MIS meets the program’s MEL needs.
- Supporting the application of ethical practice in all MEL.
- Perform other MEL-related tasks as required.
Team and Relationship Management:
- Build relationships and work effectively with MERLA Team members, the INKLUSI Secretariat staff (especially the Partnerships and Program Team), CSO partners, DFAT and Bappenas where necessary to support quality implementation of the MERLA system.
- Effectively represent the MERLA team when engaging with program stakeholders.
Selection Criteria:
Qualifications: A postgraduate degree (or other relevant qualification and substantial professional experience) in monitoring and evaluation, research, international development, GEDSI, social sciences or a related discipline.
Skills & Abilities:
- 10+ years’ experience working on large donor funded programs and working in a diverse team. Prior experience working on DFAT programs is desirable.
- Experience implementing MEL systems for large, complex donor-funded programs.
- Experiencing designing qualitative and quantitative methods and collecting qualitative and quantitative data.
- Demonstrated ability to strategically analyse qualitative and quantitative data and write high quality program performance reports which meet the needs of DFAT and Bappenas.
- Ability to balance attention to detail to ensure quality of data but be able to highlight key strategic issues for reporting upwards.
- Experience mentoring and/or building MEL capacity.
- Experience in procuring and managing evaluations and other studies.
- Experience in supporting program learning and adaptation, including facilitation of reflection workshops.
- Strong quantitative data management and analysis skills, including experience managing large datasets and advanced Microsoft Excel skills (e.g. power query, pivot tables, complex formulas, and data visualization).
- Strong interpersonal skills and ability to build strong relationships and work effectively with team members, CSO stakeholders, Government of Indonesia and DFAT.
- Strong teamwork, organisational and management skills.
- Effective and responsive communication, including ability to communicate effectively in Bahasa Indonesia and English.
- Prior experience working with CSOs and/or on GEDSI issues is desirable.
