INKLUSI Program Steering Committee Meeting Endorses the 2025 Work Plan

The Governments of Australia and Indonesia have endorsed the INKLUSI 2025 Work Plan. The program aims to enhance access to essential services, promote economic empowerment, and strengthen inclusive participation in development for the benefit of marginalised groups. These focus areas align with Indonesia’s development agenda, including Asta Cita and the 2025–2045 National Long-Term Development Plan (RPJPN).

The 2025 Work Plan was agreed upon at the INKLUSI Program Steering Committee (PSC) meeting, the program’s highest governance forum. Co-chaired by the Secretary to the Minister of the Indonesian Ministry of National Development Planning (Bappenas) and the Minister Counsellor for Governance and Human Development at the Australian Embassy, the PSC ensures alignment of the program with the strategic priorities of both nations.

Representatives from Indonesian ministries and agencies, alongside officials from the Australian Embassy in Indonesia, participated in the meeting. In addition to endorsing the 2025 Work Plan, attendees reviewed the achievements and progress of the INKLUSI Program in 2024.

“Indonesia and Australia remain committed to collaboration that fosters gender equality, disability rights, social inclusion, and the active role of civil society in development. Through the INKLUSI Program, we aim to ensure that marginalised groups experience tangible benefits from our collective development efforts,” said Teni Widuriyanti, Secretary of the Ministry of National Development Planning (Bappenas) and Co-Chair of the INKLUSI Steering Committee, during her opening remarks.

Ms. Widuriyanti also highlighted the importance of cross-ministerial and cross-agency collaboration to support the implementation of the 2025 Work Plan. This collaboration is essential for the program’s effectiveness, sustainability, and broader impact on marginalised communities.

In October 2024, a series of INKLUSI Technical Working Group (Pokja) Meetings were held: Pokja I (Access to Services), Pokja II (Protection from Violence), Pokja III (Economic Recovery and Livelihoods), and Pokja IV (Inclusive Participation in Development). These meetings involved the Ministry of National Development Planning (Bappenas), relevant ministries and agencies, and INKLUSI partners. They provided a platform to discuss challenges and explore potential collaborations, serving as inputs for drafting the INKLUSI 2025 Work Plan. The draft plan was further reviewed during the Partnership Management Group (PMG) Meeting in November 2024 before its endorsed by the PSC.

On behalf of the Australian Government, we commend Bappenas and the strong support from other ministries and agencies for their commitment to this partnership. The INKLUSI Program holds great potential to contribute to Asta Cita and drive inclusive development”, said Simon Flores, Counsellor for Development Effectiveness and Humanitarian, representing the Minister Counsellor for Governance and Human Development, DFAT Australian Embassy in Jakarta.

These collaborative meetings aim to strengthen the synergy between the two governments in aligning sustainable and inclusive development programs. The joint efforts ensure that marginalised communities across Indonesia benefit meaningfully from development initiatives, leaving no one behind.
